Public Works Department

The Department of Public Works is responsible for the planning, programming, construction and maintenance of streets, sanitation, water and sewer facilities including lift stations and treatment plants, drainage facilities, and public buildings and grounds of the Town. In addition, the Department is responsible for garbage, waste and recycling programs and services within the Town limits of Orange Park.

Kyle is an alumnus of the Florida Institute of Technology and is a State of Florida licensed professional engineer. He has experience in transportation, traffic & surveying, and worked in the private sector as a geotechnical, foundations and construction materials testing engineer. He moved into the public sector as an engineering project manager, port engineer, and public works director.

Kyle enlisted in the Navy in 1997, and in 1999, he received his direct commission in the Civil Engineer Corps. He retired from the Navy Reserves in 2017. Kyle has worked for the Department of Veterans Affairs as a project engineer and construction project manager, and then worked for St. Lucie County as the Director of Engineering at the Port of Fort Pierce. He was the Public Works Director for the City of Mitchell, South Dakota, and was hired as the Public Works Director for the Town of Orange Park in June of 2021.

Kyle and his wife have three beautiful children.
