The Community Planning Act, Sections 163.3161 through 163.3248, Florida Statutes, outlines the requirements for local government comprehensive planning, land development regulations, and intergovernmental coordination. Although a local government comprehensive plan serves as the long-term planning framework for the community, it must be periodically reviewed and updated as necessary to reflect changes over time. Per Section 163.3191, F.S., local governments must perform an Evaluation and Appraisal Review (EAR) of the local comprehensive plan at least every seven years. This EAR follows the previous process undertaken by the Town of Orange Park in 2018.
